Bridge rehabilitation to cause four-week road closure

WELLINGTON COUNTY – The rehabilitation of a bridge on Victoria Road North (Wellington Road 38) will cause a four-week road closure this summer for motorists travelling between Guelph/Eramosa and Guelph.

During a county roads committee meeting on May 13, staff presented a tender award for the bridge rehabilitation project.

The structure is located approximately 3.7km south of Highway 6 and spans over the Speed River.

The project includes:

  • removal of asphalt;
  • waterproofing and replacement of deteriorated concrete from deck top;
  • jacking and bearing replacement;
  • patch repairs; and
  • paving the bridge deck.

On April 24, nine submissions were received from level one and two pre-qualified bridge contractors ranging from $1.08 to $1.66 million.

Staff recommended awarding the contract to the lowest compliant bidder: Burlington-based Jarlian Construction Inc., for $1.08 million excluding 13 per cent HST.

The highest bid of $1.66 million was from Milton-based HugoMB Contracting Inc.

The project will be funded several different ways. The roads capital reserve will account for $750,000, while the Recovery – City of Guelph accounts for $750,000.

Other funding includes $100,000 from the 2018 capital budget, reaching the total project cost of $1.6 million.

Costs include the tender, professional fees, internal labour and equipment recovery and a contingency of $220,200.

The financial summary goes on to list “actuals to date” or expenses the county has already paid. The county has paid $69,800 out of the $125,000 professional fees.

The roads committee reviewed the tender amount and recommended council approval.

The project is expected to take place in July/August.
